He said that the signing of the bill 
into law would reduce rampant cases of kidnapping and abduction in some 
areas of the state.‎</div>
<div style="text-align: justify;">
He explained that under the new law, any
 person found guilty of kidnapping would face life imprisonment without 
an option of fine.‎</div>
<div style="text-align: justify;">
‎Ganduje also signed the 2016 supplementary appropriation bill of N20bn into law.</div>

The Defence authorities have commenced a
 sensitisation campaign on value system orientation for personnel of the
 Armed Forces with the theme <i>“the Armed Forces of Nigeria, Yesterday, 
today and the Future.”</i></div>

The Acting Director in charge of Defence
 Transformation, Commodore Shuwa Mohammed, said during a press 
conference in Abuja on Monday that the sensitisation campaign would be 
conducted in two phases and was expected to cover 16 centers from 
November 22, 2016 to February 17, 2017.</div>

He said the initiative was also aimed at
 educating and enlightening members of the military to embrace the 
values of accountability and  integrity.</div>

The Naira on Monday gained 50k to exchange at N305.00 to a dollar at the interbank market.</div>
<div style="text-align: justify;">
The Nigerian currency had closed at N305.50 for most part of last week at the interbank market.</div>
<div style="text-align: justify;">
However, naira remained stable at the 
parallel market, closing at N465 to a dollar, while Pound Sterling and 
Euro exchanged at N565 and N490, respectively.</div>

Currency traders said that uneasy calm 
had prevailed at the market due to its raid by officials of the 
Department of State Security in some parts of the country.</div>
<div style="text-align: justify;">
In spite of the raid, the naira had remained pretty stable.</div>
<div style="text-align: justify;">
Meanwhile, stakeholders expect the 
Monetary Policy Committee meeting being held in Abuja to come up with 
policies that would lead to a greater flexibility of the exchange rate.</div>

Former Secretary General of the International 
Telecommunications Union (ITU), Dr. Hamadoun Toure, disclosed this in a 
keynote address at the Nigerian Telecoms Investment Forum at the just 
concluded ITU Telecom World 2016, Bangkok, Thailand, according to a 
statement issued in Abuja on Monday by Director of Public Affairs at the
 Nigerian Communications Commission, Mr. Tony Ojobo.<br />

Toure explained that within 15 years when Nigeria opened its
 telecoms sector to the global community, investments have grown in 
leaps and bounds from 400,000 connected lines in 2001 to over 150 
million connected lines and a tele-density of 107 per cent.<br />

Minister of Communications, Mr. Adebayo Shittu, told the 
audience that Nigeria was now navigating from resource based to 
knowledge based economy.<br />

Also at the event, Governor Nasir el-Rufai of Kaduna State 
said Kaduna would soon launch Smart Kaduna initiative and has contacted a
 major smart phone manufacturer to introduce pocket-friendly smart 
phones to Kaduna to boost the initiative.<br />

NCC boss, Prof. Umar Danbatta, told the audience that the 
regulatory agency had begun the process of digital transformation 
through the National Broadband Plan.

opening of the three-day 2016 Nigerian Higher Education Summit on Monday

Senegal, the summit has “Exploiting Diversity, Differentiation and 
Quality Assurance in Revitalising the Nigerian Higher Education System”

Union of Universities said that the crisis of funding in Nigerian 
universities is acute but the primary responsibility of funding 
universities is that of government.</div>

He said,<i> “Putting universities in such a
 dire situation where they have to be doing things like producing and 
selling sachet water is sad; frankly, it is not the business of 
universities.</i></div>

<i>“We want young unemployed youths to be 
involved in such entrepreneurial activities to generate income for 
themselves and to build businesses.</i></div>

<i>“For a university to become in dire and 
desperate need for money as to bake bread and produce sachet water is 
unwholesome and needs to be discouraged.</i></div>

<i>“Government needs to provide sufficient funding to universities.”</i></div>
<div style="text-align: justify;">
He added that the problem was not that 
government lacked money but for it to re-arrange its priorities so that 
it recognised the importance of education and provide commensurate 
funding to universities.</div>

The former INEC boss said there was also
 the need for the management of Nigerian universities to have an 
inclusive and transparent process of managing resources.</div>
<div style="text-align: justify;">
According to him, it is unhealthy for universities to be struggling to generate funds to carry out their mandates.</div>

He said that for strikes to be avoided, there should be mutual respect between the Federal Government and the unions.</div>

In a keynote address, the President, 
African Export Bank, Mr. Benedict Oramah, said there was need for Africa
 to move away from the colonial-style education it inherited.</div>

Represented by Mr. Stephen Keuma, the 
Director, Human Resources, AFREXIM, Oramah said the way forward was to 
refocus on technical education that would equip the continent for

visited some rice farms, Ganduje and his team came across some settlers 
along the Kadawa road, who were engaged in the hunting and smoking of 
frogs in large quantities for sale within and outside the state.</span></div>

who are engaged in the activity were predominantly from Benue, Oyo and 
Ondo states, as well as those from the South East.</span></div>

sellers, Hajiya Sidi Kada, who hails from Oyo State, she told our 
correspondent that she had been in the trade for 15 years, describing it
 as “lucrative.”</span></div>

<span style="font-family: inherit;">“I make about N10,000 daily by selling 
smoked frogs,” she said; adding that fairly large living frogs sell for 
between N70 and N80 each, while dead ones sell for N4 each.</span></div>

<span style="font-family: inherit;">“They are a delicacy to our customers who are spread across Kano metropolis and beyond,” she said.</span></div>

Niger Delta militants have described Tuesday’s meeting with

dissatisfaction that no former militant leader was among those chosen to
 be part of representatives of the region in the meeting with 
government.<br />

Leaders of the two groups, General Ben and General Playboy 
maintained that such a meeting without any recognised former Niger Delta
 militant would not protect the interest of the people of the region.<br />

They also doubted the Federal Government’s sincerity on the $10bn development fund to be earmarked for the Niger Delta.<br />

<i>“Pipeline bombing cannot stop because the people going for 
the meeting do not know why they are going there. It is not the first, 
second, or third time and would not be the last. So, we cannot be 
deceived or bamboozled by whatever tag is given to the meeting.</i><br />
<i>
</i><i>“We insist on implementation of the report of the National 
Conference and other reports on the development of Niger Delta region. 
Anything short of this is insincere and will not be accepted. For a 
genuine peace, past reports of several commissions on Niger Delta must 
be visited,”</i> they said.<br />

General Playboy specifically said,<i> “Our elders and leaders 
are not helping matters at all. They do not really know the plight of 
Niger Delta people because they are wealthy, quite rich and do not take 
issues about the region seriously.</i><br />

</i><i>“They do not know the common people in the region because 
they are not based in Niger Delta and cannot show holistic commitment to
 our struggle. Our elders represent themselves, and not the people in 
the rural areas.</i><br />

<i>“We don’t need people who will play politics with the 
genuine struggle of Niger Delta people. We don’t want people, who are 
not agitators. The real agitators are people like Alhaji Asari Dokubo, 
High Chief Government Tompolo, Egberipapa, General Africa, General 
Joshua and many others.</i><br />
<i>
</i><i>“These are the kind of people that can negotiate for our 
people. They know the plights of the Niger Delta people because they 
live in the same environment with them. They are not based abroad. They 
come down to the communities to know the feelings of the people. Such 
people should represent us.”</i><br />

He, however, noted that their position did
 not mean that they were disrespectful to the elders in the region, 
insisting that they (elders) were not needed at the meeting with the 
Federal Government.

The troops of the Nigerian Army have rescued a total of 36 women and children from the Boko Haram insurgents in Borno State.<br />

The Acting Director, Army Public Relations, Col. Sani Usman,
 said in a statement on Tuesday that those rescued comprised 19 women 
and 19 children.<br />

Usman said the captives were released by the troops of the 8 Task Force Division at Dumba Village.<br />

He added that many of the members of the sect escaped with gunshot wounds.<br />

Operation code-named Operation Hardknock to clear pockets Boko Haram 
terrorists hiding in remote areas of northern Borno State, along the 
Nigeria-Niger border.</i><br />

<i>“As the operation progressed, troops have cleared pockets of
 insurgents from their hideouts in Momo and Tunshe villages around Marte
 general area Borno state.</i><br />

<i>“The troops have rescued 19 women and 19 children held 
hostage in Dumba village by the terrorists. During the rescue operation,
 the troops killed six Boko Haram insurgents while others fled with 
gunshot wounds leaving behind 22 motorcycles, flags and other items.”</i>

Nigeria’s oil production is nearly back 
to normal following a sharp drop earlier this year due to rebels 
attacking pipelines, the oil minister said Tuesday.</div>
<div style="text-align: justify;">
<i>“The reality is that as of today and 
this morning, we are at 2.1 million barrels production. That’s 
substantial,” </i>Minister of State for Petroleum Emmanuel Kachikwu said in 
the nation’s capital of Abuja.</div>

Addressing the press after a meeting 
between Nigerian President Muhammadu Buhari and representatives from the
 oil-producing Niger delta region, Kachikwu said <i>“a lot of behind the 
scene engagements”</i> were paying off.</div>
<div style="text-align: justify;">
<i>“Part of the expectations by 2017 is to 
target zero shutdowns as a result of militancy,”</i> Kachikwu said, 
describing the talks as <i>“fairly good, fairly civilised dialogue”.</i></div>
<div style="text-align: justify;">
The meeting was attended by Edwin Clark,
 a veteran leader who spoke on behalf of some of the militant groups in 
the country’s restive southern swamplands, including the Niger Delta 
Avengers.</div>
<div style="text-align: justify;">
Clark made 16 demands to the Nigerian 
government, including revamping an amnesty programme for ex-militants, 
reducing the military presence in the region and cleaning up pollution.</div>
<div style="text-align: justify;">
The demands borrow heavily from the 
Avengers, who demand a greater share of oil revenue and also want the 
government to finish construction of a university.</div>
<div style="text-align: justify;">
Without peace in the Niger delta, which 
produces the bulk of Nigeria’s oil, Buhari will struggle get the funds 
needed to kick-start the Nigerian economy out of its worst slowdown in 
years.</div>
<div style="text-align: justify;">
But analysts point out that his government can only meet so many of the demands.</div>
<div style="text-align: justify;">
<i>“I think it’s the beginning of the discussion,” </i>Dolapo Oni.</div>
<div style="text-align: justify;">
<i>“We’ve seen the demands and we know not 
all of them can be granted, but as much that can be done I think Buhari 
will do,”</i> Oni said.</div>
<div style="text-align: justify;">
Then there is the issue of rival militant groups threatening any agreement.</div>

On Sunday, the Niger Delta Greenland 
Justice Mandate group claimed an attack on a gas pipeline, saying it 
will<i> “never support” the talks and declaring “this is not ending soon.”</i></div>
